Am Morgen des 18. Septembers 2025 um 7.40 Uhr stürmten zwei. Ma nnschaftswagen des Landeskriminalamts Berlin die Wohnung einer palästinensischen Familie mit einem Durchsuchungsbefehl. Der Hausdurchsuchung folgte ein Einsatz der LKA Beamt*innen am Gymnasium, das die sechzehnjährige Tochter der Familie besucht.
Das LKA begründete die Hausdurchsuchung sowie den Einsatz am Gymnasium mit dem Vorwurf der Werbung für eine verbotene Organisation auf Social Media.
Der Großteil der LKA Beamt*innen war maskiert. Die LKA Beamt*innen forderten Zugang zu den Schlafzimmern, in denen sich zwei Töchter der Familie befanden. Die Mutter musste durchsetzen, dass diese sich vor der Durchsuchung mit ihrem Hijab bedecken dürften.
Das LKA sammelte alle elektronischen Geräte des Haushalts ein und durchsuchte sie. Zudem ließen sie sich einen mündlichen Durchsuchungsbefehl von der Staatsanwaltschaft für die Schule der sechszehnjährigen Tochter erteilen. Das Mädchen erhielt um 8 Uhr einen Anruf einer anonymen Nummer, bei dem sich die Polizei erkundigte, ob sie in der Schule sei. Während der Großteil der LKA Beamt*innen in der durchsuchten Wohnung bis 9.16 Uhr aufhielten, suchten zwei LKA Beamt*innen das Mädchen in der Schule auf. Trotz wiederholter Bitten der Mutter, ihre Tochter in dieser Ausnahmesituation begleiten zu dürfen, wurde ihr untersagt, ihrer Tochter beizustehen, damit wurden die Elternrechte verletzt. In der Schule wurde das Mädchen vom Direktor aus dem Unterricht geholt und zu den LKA Beamt*innen geführt. Die Beamt*innen konfiszierten ihr Mobilgerät und forderten die Herausgabe des Pins. Die Beamt*innen behaupteten dem Mädchen gegenüber, dass ihre Eltern nicht zur Schule mitkommen wollten und forderten es auf, die freiwillige Herausgabe des Geräts zu unterschreiben. Zudem wurde dem Mädchen beordert in ihren Klassenraum zurückzukehren um ihren Personalausweis zu holen, was eine unnötige Bloßstellung von ihre Mitschüler*innen bedeutete. Das Mädchen stand sichtlich unter Schock und weinte. Während der gesamten Durchsuchung befand sich das Mädchen ohne rechtliche Beratung, familiären Beistand und Unterstützung der Lehrkräfte.
Der Einsatz des Landeskriminalamts an der Schule verstößt mehrfach gegen Richtlinien des Kinder- und Jugendschutzes. Es ist zutiefst verwerflich und in keiner Weise zu rechtfertigen, dass eine Schülerin aufgrund von Social-Media-Posts derart kriminalisiert und öffentlich gedemütigt wird. Hier zeigt sich eine gezielte Repression gegen Schüler*innen palästinensischer Herkunft – ein Angriff auf den Schutzraum Schule.
Die Schule muss ein sicherer Ort sein, frei von Polizeiwillkür und staatlicher Einschüchterung. Der Einsatz des LKA an der Schule offenbart zudem eine normalisierte Kooperation zwischen Polizei und Schule. Der Einsatz hat das Grundprinzip des Kinder- und Jugendschutzes verletzt: Kinder und Jugendliche haben ein Recht auf Unversehrtheit, Bildung und der Verwirklichung dieses Rechts auf der Grundlage von Chancengleichheit.
Zu der Ungleichbehandlung und der Kriminalisierung von palästinensischen und solidarischen Kindern und Jugendlichen hat u.a. Der Brief der Berliner Senatsverwaltung für Bildung, Jugend und Schule zum „Umgang mit Störungen des Schulfriedens im Zusammenhang mit dem Terrorangriff auf Israel“ vom 13.10. 2023 beigetragen, in dem die Lehrkräfte aktiv zu einer Beobachtung und Verfolgung von Palästina solidarischen Schüler*innen angehalten wurden.
Wie bereits mehrfach dokumentiert erleben insbesondere palästinensische Kinder und Jugendliche unverhältnismäßige und unrechtmäßige Polizeigewalt auf Demonstrationen. Es ist alarmierend, dass die staatliche Repression gegen marginalisierte und rassifizierte Jugendliche, die sich solidarisch mit Palästina äußern, sich verstärkt auch auf den Raum Schule ausweitet. Damit wird nicht nur der Schulalltag von rassifizierten Kindern und Jugendlichen belastet, sondern auch ihre Zukunft bedroht: eine Durchsuchung des Landeskriminalamts an der Schule einer Schülerin bedeutet nicht nur eine unnötige Bloßstellung und Demütigung der Schüler*in vor ihre Mitschüler*innen und der Lehrkräfte, sondern kann auch traumatisierend wirken. Die Durchsuchung kann sich nachhaltig auf ihre Chancengleichheiten, sowie das Selbstwertgefühl, das Vertrauen in staatliche Institutionen und die schulische wie berufliche Laufbahn auswirken.
Der kriminalisierende Einsatz gegen die Schülerin macht deutlich, dass Deutschland gezielt die Stimmen palästinensischer Jugendlicher unterdrückt, um seine eigene Komplizenschaft am fortschreitenden Genozid in Palästina aufrechtzuerhalten. Wir verurteilen diese Praxis aufs Schärfste: Die Rechte von Kinder und Jugendlichen dürfen nicht mit Füßen getreten werden, die Schule darf nicht zum Tatort staatlicher Repression gemacht werden.
Wir fordern:
Sofortiges Ende der Kriminalisierung palästinensischer Kinder und Jugendlicher sowie der Stigmatisierung durch Polizei und Behörden.
Unantastbarkeit von Schule als Schutzraum – keine polizeilichen Repressionsmaßnahmen in Klassenzimmern oder gegenüber Schüler*innen. Sofortige Einstellung von Kooperation zwischen Polizei und Schule Rechtsstaatliche Aufarbeitung des LKA-Einsatzes in Berlin, insbesondere der Einschüchterung einer minderjährigen Schülerin und der Verweigerung des Beistands durch ihre Mutter.
Konsequenzen für die verantwortlichen Polizeikräfte und die Einsatzleitung, die sich an dieser entwürdigenden und rechtswidrigen Maßnahme beteiligt haben. Anerkennung und wirksamer Schutz vor rassistischer und antipalästinensischer Diskriminierung in Polizei, Justiz und Bildungseinrichtungen.
Psychologische und soziale Unterstützung für betroffene Jugendliche, deren Sicherheit, Zukunft und Bildung durch solche Repressionen massiv gefährdet werden.
Internationale Beobachtung und Dokumentation, um die systematische Verletzung von Kinderrechten und Grundrechten in Deutschland sichtbar zu machen.

POLICE OUT OF SCHOOLS – CRIMINALIZATION OF YOUTH

On the morning of September 18, 2025, at 7:40 a.m., two police vans from the Berlin State Criminal Police Office (LKA) stormed the apartment of a Palestinian family with a search warrant. The house search was followed by an LKA operation at the high school attended by the family’s sixteen-year-old daughter.
The LKA justified the house search as well as the operation at the high school with the accusation of promoting a banned organization on social media.
Most of the LKA officers were masked. They demanded access to the bedrooms, where two daughters of the family were present. The mother had to insist that her daughters be allowed to cover themselves with their hijabs before the search. The LKA confiscated all electronic devices in the household and searched them. In addition, they obtained an oral search warrant from the public prosecutor’s office for the sixteen-year-old daughter’s school. At 8 a.m., the girl received a call from an anonymous number, during which the police asked if she was at school. While the majority of the LKA officers remained in the family’s apartment until 9:16 a.m., two officers went to the school to find the girl. Despite the mother’s repeated requests to accompany her daughter in this exceptional situation, she was forbidden to be present, thereby violating parental rights.
At school, the girl was taken out of class by the principal and led to the LKA officers. They confiscated her phone and demanded the PIN code. The officers told the girl that her parents did not want to come to the school and demanded that she sign a statement confirming the “voluntary” surrender of the device. They also ordered her to return to her classroom to retrieve her ID card, which caused unnecessary humiliation in front of her classmates. The girl was visibly in shock and cried. During the entire search, she was left without legal counsel, family support, or assistance from teachers.
The LKA operation at the school violated multiple guidelines for the protection of children and adolescents. It is deeply reprehensible and utterly unjustifiable that a student was criminalized and publicly humiliated in this way because of social media posts. This was a targeted act of repression against students of Palestinian origin – an attack on the school as a place of protection.
Schools must be safe spaces, free from police arbitrariness and state intimidation. The LKA’s operation at the school further reveals a normalized cooperation between police and schools. The operation violated the basic principle of child and youth protection: children and adolescents have the right to safety, education, and the realization of this right on the basis of equal opportunity.
The unequal treatment and criminalization of Palestinian and pro-Palestinian children and youth has been fueled, among other things, by the letter of the Berlin Senate Department for Education, Youth and Schools on the “Handling of disturbances of school peace in connection with the terrorist attack on Israel” from October 13, 2023, in which teachers were explicitly instructed to monitor and report pro-Palestinian students.
As has already been repeatedly documented, Palestinian children and adolescents in particular experience disproportionate and unlawful police violence at demonstrations. It is alarming that state repression against marginalized and racialized youth expressing solidarity with Palestine is now increasingly expanding into the school environment.
This not only burdens the everyday school life of racialized children and adolescents, but also threatens their future: a raid by the State Criminal Police Office at a student’s school means not only unnecessary exposure and humiliation in front of classmates and teachers, but can also have a traumatizing effect. The search can have lasting consequences for equal opportunities, self-esteem, trust in state institutions, and both educational and professional pathways.
The criminalizing operation against the student makes it clear that Germany is deliberately suppressing the voices of Palestinian youth in order to maintain its complicity in the ongoing genocide in Palestine. We condemn this practice in the strongest possible terms: the rights of children and adolescents must not be trampled on, and schools must not be turned into sites of state repression.
We demand:
An immediate end to the criminalization of Palestinian children and youth and to their stigmatization by police and authorities.
Schools must remain untouchable as safe spaces – no police repression in classrooms or against students.
An immediate halt to cooperation between police and schools.
Legal review and accountability for the LKA operation in Berlin, especially for the intimidation of a minor and the denial of parental support.
Consequences for the responsible police officers and leadership who took part in this degrading and unlawful measure.
Recognition of and effective protection against racist and anti-Palestinian discrimination in police, judiciary, and educational institutions.
Psychological and social support for affected youth whose safety, future, and education are massively endangered by such repression.
International monitoring and documentation to expose the systematic violation of children’s and fundamental rights in Germany.
